LEGISLATIVE
WORK OF THE PVEM 2000-2005 .
In accordance
with the political scientist, Jeffrey Weldon, an outstanding investigator
of the Autonomous Technological Institute of Mexico, ("The Spring
of 2002 Term of the Mexican Congress", Center for Strategic
and International Studies, Washington, 2003), the fractions of the
Green Party in both Chambers of the Mexican
Congress, were the ones to show one of the best performances in the
LVIII Legislative Period (2000-2003) **
Senate of the Republic
- The Green Party is the smallest
fraction in the Senate of the Republic, with only 5 Senators - 4%
of the 128 Senators that total this Chamber -.
- In spite of it, the fraction
of the PVEM presented 55 initiatives, that is to say, 8.2% of all
the initiatives that were presented from 2000 to 2003 in the LVIII
Legislature of the Senate.
- This means that the Green
Party in the Senate presented practically the same number of initiatives
as those that
the PRD presented and it was very near the percentage of initiatives
that the PAN presented.
- Also, as an average, 1.4
law initiatives were approved by each Senator of the Green Party,
while the rest of the political parties could not approve even one
law for each one of their legislators in the Senate. This made the
fraction of the Green Party the most productive for each legislator
in the period from year 2000 to 2003.
Chamber of Deputies
- In a similar way, the Green
Party during the LVIII Legislature of the Chamber of Deputies, had
a bench of 16 legislators, 3.2% of the 500 deputies in this Chamber.
- This parliamentary fraction
presented 89 initiatives of law from 2000 to 2003, more than 5%
of the law initiatives that were presented in the same period in
the Chamber of Deputies."
- Also in the Chamber of Deputies,
the Green Party was the most productive political party for each
legislator during the LVIII Legislature, since it was the only fraction
that was able to approve an average of almost an initiative for
each deputy ..
- Also, as parliamentary fraction,
the Green Party of Mexico was one of the most effective, since 19.7%
of the initiatives presented were approved, only below the fraction
of the PAN that had an effectiveness of 21% of approved initiatives.
THE INITIATIVES OF LAW OF THE PVEM
Among the diverse law initiatives approved in the LVIII Legislative
Period, that deserved being mentioned by the Center of Strategic and
International Studies, because of their importance, were several proposals
presented
by the Green Party of Mexico ( Partido Verde Ecologista México):
1. Law of Civil Responsibility for Nuclear and Radio-active Damages
2. Law of Civil Responsibility for Damage and Environmental Deterioration
3. General Law for the Prevention and Integral Administration of Residuals
From the point of view of Jeffrey Weldon, Doctor in Political Science
at the University in San Diego, California (UCSD) and an academic
of the ITAM in the Federal District (D.F.), the previous initiatives
of the PVEM are sample of the legislation quality that the LVIII Legislature
approved.
